I been looking around and I don’t know why, but I been having a difficult time trying to find a house in that price range in the state of California. Why is it tough to find a house, condo or even an apartment in California for a cheap to decent price?

Seriously, not going to happen. Even in the remote areas, you aren’t going to find a “nice house” for any where close to $40,000. Try putting a 1 in front of it, even then, you are going to be in some lightly populated areas or high desert.
Supply and demand.

You are not going to find a decent home for that pricetag pretty much anywhere in the US. Maybe in the midwest, in some very sparsely populated area.
I bet you can’t even buy a parking space for $20K in California.

You cannot find a house anywhere in Ca for less than $200,000-$250,000. LA county, less expensive than SF county, has a median price of about $450,000.

Sorry California is not cheap. You will not find nothing at that price not even in Victorville or the high desert you need to save at least 100,000 or more. Good luck
