The first accidental insurance plans were somewhat like the modern day disability insurance plans. And until the start of the 20th century there were no other health care insurance plans other than these accidental insurance available in the market. Therefore the accident insurance plans can easily be considered as the first form of health care insurance available in the market. However after the regulation of the law during the beginning of the 20th century this type of insurance was categorized under the disability insurance. </p>
<p>However, with the signing of the contract the individual needs to pay his premiums either monthly, quarterly or annually as mentioned in the contract and on behalf of which the insurance company is bound to pay for the medical costs, co payments and deductibles as mentioned in the contract for the specified plan. However, the fact is that no payments would be made on behalf of the company more than what is written in the contract paper. And along with this it should be mentioned that the Original Medicare plans does not cover all of your Medical costs. Therefore there remains always a gap between the Medicare policy coverage and the actual medical bill payable by you. Thus in this case if you need total coverage then you must be needing a Medicare Supplement Plan along with your Original Medicare policy so that you can pay off all your medical bills. </p>

The Medicare Supplement Plans or the Medigap policies are supplementary health insurance policies that are sold by the private insurance companies. These policies are not independent policies and are closely related with the Original Medicare. The purpose of the Medicare Supplement Plans is to fill up the gap between the policy coverage of the Original Medicare plans and the actual medical bill payable. That is a reason why these policies are also known as the Medigap plans. However, though these plans are totally administered and sold by the private insurance companies still there are only 12 standard plans under the letter heads A through L that they are permitted to sell. The eligibility criteria that has been fixed by most of the companies which are providing health insurance plans is as follows. To go for a Medicare supplement plan a person is required to be enrolled in part A and B of original Medicare before they can go for a medigap policy. A person may obtain a Medigap plan on a guaranteed issue basis during the open enrollment period, which begins within 6 months of turning 65 or enrolling in Medicare Part B at 65 or older. And also that I this period no medical screening is required. But besides open enrollment the issuing insurance company may also put forth the requirement of medical screening and also may obtain an attending physician&#8217;s statement if it is felt necessary. But the thing that should be kept in mind is that this policy is not compatible with any other forms of private medical coverage as for example a Medicare Advantage plan.The Centers of Medicare and Medicaid Services (CMS) have standardized Medigap plans into twelve different plans. And each one of these medigap plans are being offering different combinations of medical benefits. These twelve plans are being labeled from A through L, and the private medical insurance providing companies are given eth permission to sell and administer them. And as it is known that the coverage that they provide is roughly proportional to the amount of premium paid. However, it is seen that the current plans that are being launched in the market provides far more almost full medigap coverage than the older plans which have their limitations of providing only the minimal benefits.You may be now asking the questing cropping in your mind about the reason behind this. The answer is that the older plans have an older average age per person to get enrollment for the plans. This resulted in causing more claims within the group and thus resulting in the rise of the amount of premium for all the group members.It however, is to be remembered that the Medigap is completely private insurance policy and there is no government sponsorship in it. Therefore there is the chance of change of rules that may vary from state to state. This is also applicable for people of any age with End-Stage Renal Disease (ESRD) such as permanent kidney failure requiring dialysis or a kidney transplant. The Original Medicare plans covers most of the health care services costs. As for example impatient care in hospitals, skilled nursing facility, hospice, and home health care, costs for prescription drugs, etc. It may also help lower your prescription drug costs and help protect against higher costs in the future.Though the Original Medicare covers many of the costs for health care services, but still there remains certain costs or gaps that are not covered by the Original Medicare policies. And to cope up with these costs there is the need of having Medicare Supplement Plans. The Medicare Supplement Plans helps you fill up these gaps so that one can easily meet the health care costs. And because of this very feature the Medicare Supplement Plans they are also known as the Medigap policies. These are private health care policies, which are designed to supplement original Medicare plans. These policies are specially designed to cover some of the basic benefits and more especially to fill up the gaps left behind the original Medicare plans. But it should be kept in mind that a Medigap policy is only a supplementary plan to the original Medicare plans and does not provide the total coverage of a Medicare policy. Therefore it means that you need to be under the original Medicare policy in order to get enrolled under a Medigap plan. Medicare will pay its share of the health care costs and the things that are left behind would be covered by the Medicare supplement plans.Along with these there is another thing that is to be kept in mind and it is that Medigap policy is not in any way related to Medicare advantage plan. Medicare Advantage Plans like HMO or PPO plans are different from Medicare supplement plans. And this is because it is not a way to get Medicare benefits. Moreover, if you switch over from original Medicare to Medicare Advantage Plan, you no longer can use Medigap policy to cover deductibles, copayments, or coinsurance under the Medicare Advantage Plan. And if you already have Medicare Advantage Plan, then it would be illegal for any insurance company to sell you a Medigap policy unless you switch back to Medicare Original Plan. Therefore it can be said that the Medicare Supplement Plans are directly linked to Original Medicare plan.Moreover, the Medicare Supplement Plans are solely sold and administered by the private insurance companies but they are only allowed to sell 12 standard Medigap plans under the letter cover A through L. Each of these Medigap plans have different policy coverage but the benefits and coverage of the plans are the same under the same letter cover irrespective of the insurance company selling it. And keeping this thing in mind the Medigap policies or the Medicare Supplement Plans were launched in the market. Now the question may come what is the function of the Medicare Supplement Plans. In a nutshell it can be said that the Medicare Supplement Plans helps the original Medicare policyholders to pay off the medical bill that is left aside by the original Medicare policies. It bridges the gap between the policy coverage of the original Medicare plan and the total bill payable therefore it is also known as the Medigap policy.Now the Medigap policies are mostly under the administration of the private insurance companies the government have not much of hold on them. But the insurance companies are also allowed to sell only 12 standardized Medigap plans ranging from A through L. And according to the law, whatever company may sell the Medigap insurance the policies under the same letter cover should provide the same benefits. This means that if you buy a Medigap insurance under plan C, the company you are purchasing it is bound to provide the same benefits and coverage as provided by the other companies. But the amount of policy premium may differ from company to company. Each policy under the different letter covers has a different set of benefits. As for example starting from 2006, the Medigap Plans H, I, J, cannot be sold with prescription-drug benefit, although people who already had those policies prior to the date can keep them.It is however, advised that the person going to purchase a Medigap plan should study the offer documents of all the Medigap plans before making a decision. All the twelve Medigap policies cover the basic benefits, but each one has some additional benefits along with them. In brief it can be said that the Plan A is the most basic plan. But the Plans B-L offers all the benefits of Plan A and along with that they provide some extra coverage. The Plans K-L offers the benefits similar to Plans A-J, but the difference is the cost-sharing for the basic benefits which differs at different levels.But along with these facilities it should be remembered that there are some limitations of the Medigap plans. As for example, none of the standard Medigap plans covers the following points: </p>
<p>1. Long term care to help you bathe, dress, eat, or use of bathroom2. Vision or dental care3. Hearing aids4. Prescription drugsBesides these there are some extra benefits that are offered by Medigap policies. And it is seen that people are willing to pay more for the benefits offered by Plans B through J. The Plans F and J also provide a high-deductible option. In these plans you have to pay lower premium rates but the fact is that you need to pay off more amount of money from your pocket before these policies begins to pay the benefits. </p>
